Symptoms

ACTUAL BEHAVIOR
---------------
The Premium Overtime Rate (known also as Blended Overtime Rate) is not calculated correctly for employees which have overtime hours.

EXPECTED BEHAVIOR
-----------------------
Blended Overtime Rate should not be less than hourly rate when the Premium Calculation Rate is set to "Higher of blended or normal rate" in Payroll Definition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to My Client Groups, Payroll, Submit a Flow, Calculate Payroll
2. Review the results and SOE and observe that Blended Overtime Rate is less than hourly rate.
