DCA limitation - tool not defaulting item expenses and item assessments.

There seems to be a limitation in the DCA that is not defaulting item expenses (from the profiles) and item assessments (from item_hts), despite all the data being available.
The client believes it's counter-productive to request the customer to also provide the item_exp_head, item_exp_detail and item_hts_assess files, when all the required data to cascade, is already available in MFCS.
They were thinking about loading those tables by SQL script, but since we don't have access to MCS API's, we don't have a way to calculate the EST_EXP_VALUE and EST_ASSESS_VALUE.
