Goal

Visual Builder Studio Will Not Publish Changes Made on Oracle Application Extensions.
For Example in VB Studio using Application Extension when we try to hide the "Skills and Development" panel in Connections.
When we preview the changes everything looks good. When we click "publish" It is notified that everything will be published in the dev environment--as expected. However, it never actually publishes to the Environment.
