Goal

Deleting the IDCS user, using the IDCS REST API, while the user is the owner of the group is not possible. An update to Group owner is needed. The reference to the user as the owner is not in terms of group membership. Do remove all AppRoles and Grants from the user as well for the DELETE operation to work.
