OCDS Get Promotions Service Is Not Exposing The Conditions Set In RPCS (Doc ID 2908432.1)

Symptoms

OCDS Get Promotions service is not exposing the conditions set in RPCS

After creating several promotions (which offers have conditions set), the promotions are sent to OCDS (via BDI) successfully however after executing the OCDS related service, the conditions are not included in the JSON output


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) In RPCS (/Rpm/faces/Home), create the following promotion:
  1.1) offer: Buy/Get: Buy X, Get Y for Discount
  1.2) conditions: Buy Quantity (optional: Price Restriction Value)
  1.3) conditions merch: Qualifying Items
  1.4) reward: percentage off
  1.5) reward merch: Qualifying Reward Items
  1.6) location: zone level

Please find attached the RPCS screenshots with the approved promotion id 206 and offer id 186.

2) BDI Promotions job needs to be executed so that OCDS database is populated (enabling step #3):
  2.1) run PromotionOffer_Tx_ProcessFlow_From_RMS job

3) Once step #2 is successfully executed, execute OCDS Get Promotions service
