PO Uploader Not Reflecting His And His Assessment Tabs (Doc ID 2908582.1)

PO Uploader is not reflecting his and his assessment tabs

Creating a PO using the PO Induction Template which the ORDSKU_HTS and ORDSKU_HTS_ASSESS tables will reflect what is defined in HTS config and not what is in the ODS template.

For example if in the HTS config this HTS Code for China has a 12% rate and because ORDCST item expense is not present is assessed at 0. It was tryed to load it with 10% and an Est Assessment Value of 0.107. After uploading template and verify PO, it has 12% and 0.

Is it expected behaviour that the rate and assessment value cannot be changed and will only ever load based on item hts config?

In UI that it is also impossible to change the %, the field is editable but when saving data nothing happens
