Global Administrative Preferences Time Zone Setup Impacting Alert Notification

Symptoms
User's set time zone to Eastern in Global Administrative Preferences but it is impacting benefits dates in the alert notification.
The seeded alert shows the enrollment period start date and end date. In Benefits, the enrollment period start date is 31-May-2022 and enrollment period end date is 30-Jun-2022, but the alert is sending the start and end dates as 1 day prior to what is in the system.
The issue can be reproduced at will with the following steps:
1. Set global preference to something other than UTC and look at the benefit alert.
