Why Invoices In Status Draft Cannot Be Deleted ? (Doc ID 2908844.1)

On : 11.13.22.07.0 version, Manage Contract Billing

Run the process Delete invoices - draft invoice cannot be deleted

Business users created two drafts invoices type invoice (18 and 19) for the same invoice (draft 1) for contract 10190528, Pwc Singapore.
For example:
Draft 19 was approved and interfaced to Receivable, while draft 18 is still in DRAFT status and business would like to delete it.
When running Delete Invoice Job below error appears:

You can't delete this invoice because one or more distributions in the invoice is related to invoice 19 that's in a status ineligible for deletion

Could you please explain this behaviour?
