Symptoms

ACTUAL BEHAVIOR
---------------
 Background jobs (BG) are stuck/ hanging in "waiting" instance.

EXPECTED BEHAVIOR
-----------------------
BG Jobs should complete in a timely manner.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Locate the BG jobs in the environment.
  2. Notice the jobs stuck in a running status.
