Symptoms
ACTUAL BEHAVIOR

Background jobs (BG) are stuck/ hanging in "waiting" instance.
EXPECTED BEHAVIOR
-----------------------
BG Jobs should complete in a timely manner.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Locate the BG jobs in the environment.
- Notice the jobs stuck in a running status.
