Symptoms

When attempting to load Offering Assignment Records using HCM Data Loader (HDL), the following error occurs.

An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: JBO-handleLogicalCreate()::oracle.jbo.JboException: JBO-createLearningRecord()::oracle.jbo.JboException: JBO-Failed:Offering assignment created, but course assignment and ar relation creation failed.: STRINGMANAGER: Key: Failed:Offering assignment created, but course assignment and ar relation creation failed.
