Receiving a General Error when processing refund

A general refund process failure has occurred. Contact your help desk
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make a Payment using Credit Card (SnapPay)
2. Select paid fee
3. Select Initiate Refund
4. Refund Method: CreditCard
Refund Reason: Cancel
5. Browse to Refund History page and locate/select the Pending Refund for the
recently initiated
6. Select Process
7. Error displays
