Symptoms

After changing an existing Learning Initiative to retrieve zero users, no users were withdrawn from the Learning Initiative. This was done by setting the Person Criteria selection where Business Unit = Others.

The purpose of this was so the system would withdraw ALL the Learners tied to the Learning Initiative.
