Symptoms
On : 11.13.22.04.0 version, Manage UX Extensions
When attempting to edit page in visual builder the user are not able to edit the redwood pages of LaunchX in Visual Builder.
the following error occurs.
ERROR

This component has no rule sets" and the user cannot edit the page.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Problem Description

Navigation steps -
1. Click on application navigation menu
2. Click on Product Management
3. Click on Enterprise Catalog
4. Click on View button on Initiatives tile
5. Select Edit Page in Visual Builder option
A message is seen: - "This component has no rule sets" and we cannot edit the page.
