Activating Batch Job Stream encountered System Error (Transaction timed out)
in just 1 minute
The user tried to activate a batch job stream in the STAGING schema and got
the following error after a minute:

The issue can be reproduced at will with the following steps:
1) Go to CCS TEST Environment
2) Search batch job stream definition "CM_DM_STAGING_1"
3) Click "Activate"
4) Click "OK" on the prompt to confirm activate
