OCDS MNT Header Destination Field

Goal
When using the OCDS integration, where does the destination field in the Header get set?
Ex : INSERT|ITEM_HEADER|100014|ITEM||STANDARD||BOXED BABY SHOES ASSTDs|200G|200D|26C|242S||false|false|false|||||*|*|false||OCDS
The item.zip contains 100’s of items has the destination in the header line set to XSTORE_ONLY. Other values in the MNT files are, ALL and XCENTER_ONLY.
Customer require the data to come in from OCDS to XOCS is also persisted in the XOCS DB, therefore, they want to understand why the OCDS integration set this value to what it did, and then look at changing this to ALL. Alternatively, is this the correct function of the OCDS integration and should the data to be persisted into XOCS come in a separate message ?
