Fusion RCV: Stuck transactions in Receipts Interface with blank errors (Doc ID 2912083.1)

Symptoms

Customer is receiving the Transfer Orders in WMS. When attempting to send receipt soap API through integration the following error occurs.
a. The transaction quantity XX must be less than or equal to the available quantity XX.
b. The receiving transaction cannot be processed because an error occurred in package name RCV_TO_PROCESSOR_PVT.maintain_to_delivery_qty with error code 1 and error text User-Defined Exception.
c. The receiving transaction cannot be processed because an error occurred in package name RCV_TO_PROCESSOR_PVT.process_transaction with error code 1 and error text User-Defined Exception.
