When attempting to terminate the work relationship for an employee the following error occurs:

"There must exists at least one primary payroll record for a single payroll terms record"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go Person Management
2. Attempt to Terminate employee
3. Observe the error
