EPBCS: XCC_ERROR Causing Failure During EPM to Budgetary Control (Doc ID 2912720.1)

from Restricted SR 3-30965924501: EPM to Budgetary Control is failing

Symptoms

On Fusion 22.10 version, Data Integration,  find that EPM to Budgetary Control is failing

EPM is sending the Budget file to ERP and in ERP it is failing, not being able to find the control Budget.

Error:
The logs show the following Errors:

1. A control budget can't be found for the source budget type and source budget name. Budget records must use the source budget name of your control budget.

2. EpmBudgetImport - Entered into callEpmBudgetImport()

EpmBudgetImport - Exit from callEpmBudgetImport()
xccImportStatus : XCC_ERROR

UnifiedBudgetImport - Exit from submitReports()
In ExecutionErrorException catch block : XCC budget import resulted in error.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
Schedule Import Budget for Budgetary Control and General Ledger program
Input Parameters are :
SourceBudgetType = EPM_CLOUD
sourceBudgetName = CxC_2223_REV_BUDGET
DataSet = FDM-586
BudgetScenario = CxC_2223_REV_BUDGET
calledFrom = null
budgetTypeCode = null
overWriteMode = null
targetApplication = null
justificationText = null

Business Impact:
Due to this issue, users cannot progress integration implementation.
