ACTUAL BEHAVIOR
---------------
When trying to create a contract with contract value 0, approvers are not being generated.
After modifying the value from "0" to any other value and then back to "0", the flow works as expected
EXPECTED BEHAVIOR

One approval rule should trigger
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Contract with Default Estimated Value as "0"
2. Send Contract for approval -> no rule is being triggered
3. Modify the value from "0" to any other value and then back to "0"
4. Send Contract for approval -> Rule is triggered
