BDI Process Did Not Publish Clearance (Doc ID 2913549.1)

Goal

After creation and approval of an emergency clearance (executed status), the BDI process (BDI_PRICING_CLR_TX_CYCLE_JOB) did not publish it.
The table rms_bdi_int.CLEARANCE_OUT does not have information about the clearances.
