Accessing an Oracle Integration 3 (OIC3) instance reports Forbidden

Symptoms
When accessing the OIC3 Console URL, it does not redirect to IDCS, and there is no opportunity to login.
Instead, when the Console URL is accessed :
https://xxxxx-yyy-zz.integration.<region>.ocp.oraclecloud.com
it redirects directly to the Design Time URL
https://design.integration.<region>.ocp.oraclecloud.com/?integrationInstance=xxxxx-yyy-zz
and displays the following Forbidden error:
