Symptoms
On : 19.3 version, Operations & Maintenance
When attempting to create Item_Level2 Item for existing Item Level1 Item,
the following error occurs.
ERROR

This item was not submitted successfully.Field: ,ITEM:xxxx returned by program unit CORESVC_ITEM.SUBMIT_APPROVE Country Of Manufacture is required for this item.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Item Level 1 with Supplier A/Country/Manufacturer thru API
2. Create Item Level 2 with Supplier B/Country/Manufacturer thru API
3. Validate that Item Level 1 & 2 with Supplier A&B/Country/Manufacturer were created in RMS.
4. Then try to create another Item Level 2 with Supplier C/Country/Manufacturer thru API
5. Item was not created in RMS and was erred-out in RIB Hospital saying that the Country Of Manufacture is required for this item.
