Steps to Reproduce
-----------------------
1. Start with an empty ITEM_FORECAST table.
2. Prepare an RDF weekly forecast file WSDEMAND.CSV.ovr and place it in the inbound directory for Merchandising.
3. Run LOAD_ITEM_FORECAST_WEEKLY_JOB
4. Check ITEM_FORECAST to see if wsdemand data has been loaded into the table.
