RTE Table borders are not applied [ERROR: Table actions can only be performed on an existing table] (Doc ID 2914148.1)

Symptoms

For a Rich Text Attribute, the users are not able to apply borders on table.

When two cells are selected and the user clicks on a border option, an error message appears on the screen.

Error message: 

[Table actions can only be performed on an existing table]

If we try to select only one cell and apply the border, it works. But, in the tab Home, when we click on "Save Template" and we close the page,  we can notice that the change is not saved and the border is not applied.
