ACTUAL BEHAVIOR
---------------
After a fresh APEX and ORDS installation, when trying to connect to administrative services (apex_admin page) or as a workspace administrator (apex builder), it fails with invalid login credentials.

EXPECTED BEHAVIOR
-----------------------
The credentials are correct as the apxchpwd script has been used to create couple of Administrator to Internal and the password verified to be correct.
