OCI - Stoppage time of a VM instance (Doc ID 2914822.1)

Symptoms

 When stopping the VM instance after having created 1 VM instance in any shape,  although it is getting stopped immediately, but when 18 VM instances are created and one of them is stopped, it is taking about 15 minutes. Is this expected behavior?
