Certain subscription status changes from Active To Pending Approval intermittent issue (Doc ID 2914825.1)

Subscriptions that are in Pending Approval (customer referring are set to auto approval). Customer has tried to withdrawn from approval and resubmit but even after that subscriptions still remain in Pending Approval. This is an intermittent issue, we can't reproduce it and only happens with certain subscriptions.
