ENV - Vendor RIB Messages Are Not Being Published From RMS (Doc ID 2914901.1)

Symptoms

After creating Supplier (Supplier and Supplier Site) in RMS via screen the Vendor messages are not being published.

The RMS Vendor RIB pub adapter is returning "NO message to publish" and the message are queueing up in the SUPPLIER_MFQUEUE table. RIB is not picking up any Vendor message.

When adding an address in the RMS screen the "VendorAddrCre" message type is not being generated in the SUPPLIER_MFQUEUE.

The messages are not being picked up because for all the suppliers stuck in the MFQUEUE there is only the message types "VendorCre" and "VendoOUCre" and it is missing the "VendorAddrCre" message type for each of the addresses.

This seems to be a problem in the RMS app that when creating a supplier from scratch or adding addresses the "VendorAddrCre" message type is not being inserted into the SUPPLIER_MQUEUE table.
