On : 11.13.22.07.0 version, Global Human Resources
ACTUAL BEHAVIOR

Actions drop down is blank. There are no tasks visible under Action button for Line Manager and HR.
Line Manager: Navigation > My Team > select Reports > Actions ( LOV's) is blank
HR: Navigation > My Client Groups> Employment Info > Search for Person> Actions ( LOV's) is blank
EXPECTED BEHAVIOR

Tasks are reflecting in quick Actions . However they are not appearing in Actions button . As a standard functionality same tasks should get enabled in Actions button too
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login as a Manager and Navigate to My Team>My Team
2. Click on any direct report
3. Click on Actions button
4. There are no actions displayed in the dropdown
5. Login as HR and navigate to My Client Groups>Employment Info
6. Search for any person and open the record
7. The Action button is not visible for HR as well.
