Problem Description

When an offer is being redrafted by HR, the Submit button doesn't actually submit the offer and the candidate remains in Offer Draft instead of going to HR for processing.

Steps:

1. Candidate applies externally
2. HR extends offer
3. Candidate Accepts Offer
4. Candidate completes Request More Information form and provides National ID and DOB
5. HR moves candidate to HR
6. ORC identifies the duplicate ex-employee record
7. HR merges the two profiles, retaining the ex-employee record
8. ORC automatically sends candidate into Offer redraft so that the correct Offer Action can be applied
9. HR resubmits the offer, but nothing happens and the candidate remains in Offer Draft
