MerchAPI Item Publish API Call Does Not Work Since 221.401.1 Upgrade (Doc ID 2915691.1)

Symptoms

On: MFCS 22.1, RMS 22.1.401.1 version


The MerchAPI publish for items is not working. When the API is called either using the since/before parameters, or if being called for a specific item id, it does not return an expected result.


Steps to Reproduce
-----------------------
1. Open the RMS UI.
2. Call the MerchAPI for Items.
3. Note that the results repeat action = INSERT and cache_timestamp rather than returning the JSON message for the item from the MERCHAPI_EXT_ITEM table.
