Can Not Receive Shared Link Email From OCM (Doc ID 2915790.1)

Symptoms

User can not receive Shared Link email from OCM.

Steps:
1. Select target file
2. Select "Share Link"
3. Select "Public" and enter email address
4. Click "Send Link"
5. Wait a long time, but notification email is not received

There isn't a mail in spam folder.
