Symptoms
When attempting to generate an OAuth Token for Oracle Primavera Cloud (OPC) REST API, the following error occurs.

500 Internal Server Error
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use the primediscovery URL to generate a OAuth token. For Example:
POST https://primavera.oraclecloud.com/primediscovery/apitoken/request?scope=http://primavera.oraclecloud.com/api
Headers: Authorization: Basic Authorization: Basic <Base64-Encoded-value-of-user-password>
