Unable to create expense report

The employee was migrated from one BU (IBR BU) to another (NYB BU).
Prior to the migration, ER# IBR EXP000049552371 was created.
Since the migration, the employee raises the following error: You have aged corporate card transactions that must be submitted (EXM-630008).
Now the employee can't submit expense reports from the new BU (NYB BU)

The issue can be reproduced at will with the following steps:
1. create an expense report
2. change the BU
3. error
