Oracle Public Sector Permits Cloud Service:Triggered Communication Event Does Not Seem To Be Firing Off For Finalized Plan Review (Doc ID 2917118.1)

On : version, Communications (email, text, alerts)
Plan Review cycle is resulted by last reviewer without electronic Bluebeam Review Session finalized due to either Finalize Error or No Electronic Review on cycle, Plan Review Review Completed or Cancelled email template should go out. It seems this isn't occurring. It is my understanding that the system will send either the permit finalized email (if Bluebeam Review Session is finalized) or the completed email (if the review session is completed before Bluebeam is finalized.)
It seems that the latter is not occurring but I don't know if that's because there a pending Finalize Review Session, and therefore it wouldn't send. In other words, if there isn't an electronic review on the permit, one would expect the plan review completed email to go out since the permit finalized email would never be triggered to deliver.

Should the communication be sent if the Bluebeam session is not yet finalized?
