On : 11.13.22.07.0 version, Data Load

When attempting to load a new hire using the HSDL Worker Spreadsheet Template, which includes User Account details, the Import Phase encounters the following error below

ERROR

The line for component PersonUserInformation with instruction MERGE doesn't include values that define a unique reference to the record.

However, the session load successfully, and after running the Send Pending LDAP Requests ESS job, the User Details are present.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Attempt to load new hire using the HSDL Worker Spreadsheet Template, which includes User Account details
2. The Import Phase encounters the error message above
3. Notice that the Load Phase completes successfully, and after running the Send Pending LDAP Requests ESS job, the User Details are present
