ACTUAL BEHAVIOR
---------------

For some parcels with multiple addresses, the reference parcel page is displaying a non-primary address as the primary address.  These are for Parcels that were loaded via APO

EXPECTED BEHAVIOR
-----------------------
Parcels with multiple addresses should display the primary address rather than the non-primary address
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load parcels using APO integration
2. Pull up a parcel with multiple addresses
3. See that the reference page shows the non-primary address as the primary
