On : 11.13.22.10.0 version, Global Human Resources
When attempting to add a personal payment method,
the following error occurs.
ERROR

You can't create a bank account for a person without a party ID. Run Synchronize Person Records or Maintain Party and Location Current Record Information. (PAY-1636576)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Payment Methods > add bank account > error
