Webservice URL Disappearing After Saving (Doc ID 2918018.1)

Symptoms

 Steps
1. Enable Sandbox with Application Composer
2. Go to Application Composer -> Common Setup -> Webservice
3. Create new Web Service. Choose SOAP
4. Give a name and put in URL.
5. Choose authentication and add credentials
6. Click ok

Issue - Once we click ok and the page comes back to Web Services listing page. The URL is missing.
