PCS Promotions JSON Cache Tables Don't Have Any Data (Doc ID 2918117.1)

Symptoms

 While validating the Pricing Cloud Services (PCS) integration with external applications via REST services:

Price Changes and Clearances integrations work fine. Promotions integration doesn't work - the service returns a blank response, even though PCS has promotions data available and Promotions JSON cache tables are empty. 

Steps to recreate:

  1. Create a promotion in PCS
  2. Run RPM_PROMOTION_CACHE_ADHOC_JOB in POM
  3. Note that RPM_PROMO_JSON_CACHE has no rows and promotions REST service returns a blank response
