Goal
For security purposes, Identity domain, Security, or Application administrators can define network perimeters in Oracle Identity Cloud Service for restricting access to either applications, or IDCS console, based on the user IP address.
Although this may seem a blocking access - it could also be seen as allowing access one, since the access could be granted to some applications, for a set of specified IP address
