User Defined Validation on Payment Format Causing Error ORA-06502 (Doc ID 2918172.1)

Symptoms

When attempting to create a foreign payment the following error occurs.

IBY_VALIDATIONSETS_PUB.evaluateCondition: IBY_VALIDATIONSETS_PUB.evaluateCondition:p_fieldValue: EUR
IBY_VALIDATIONSETS_PUB.evaluateCondition: IBY_VALIDATIONSETS_PUB.evaluateCondition:p_num_value: 840
IBY_VALIDATIONSETS_PUB.evaluateCondition: IBY_VALIDATIONSETS_PUB.evaluateCondition: ORA-06502: PL/SQL: numeric or value error: character to number conversion error

Example:

Functional currency: USD
Invoice and payment currency: EUR
Internal Bank Account USD ( set as multicurrency)

Payment Method User Validation is set up as:

Payment currency,  Not equal to,   Number = 840
