Unable to Load SOA Component Exceptions After Reboot (Doc ID 2918575.1)

Symptoms

Few BPEL components starts throwing error after restart like (but not limited to)
Eg -

the BPEL process "SOAProcess" with revision "1.0" is not loaded.
The process was not initialized properly, or the process was disabled.
Set the logging level to debug mode, check the log for the underlying exception trace related to this process loading problem.


2. Exception occurred when binding was invoked.
Exception occurred during invocation of JCA binding: "JCA Binding execute of Reference operation 'merge' failed due to: Exception occurred when binding was invoked.
Exception occurred during invocation of JCA binding: "Could not instantiate InteractionSpec oracle.tip.adapter.db.DBWriteInteractionSpec due to: XSD Resolution problem.

Unable to load Translation schemas from for http://xmlns.oracle.com/pcbpel/adapter/top/soaschema due to: Unable to lookup schema for 'http://xmlns.oracle.com/pcbpel/adapter/db/top/soaschema'
Please make sure all used XML schemas are imported/included correctly.
