ItemManagementService Bean calls with XItemHTSDesc data are not creating records in ITEM_HTS table

Symptoms
When utilizing the ItemManagementService Bean to modify an existing item, the request is successful but no records are added to the ITEM_HTS table.
Simple example XML:
ITEMID, DEPT, CLASS, SUBCLASS, DESC, SHORTDESC, and SOM must be valid, and can be the exact same for an item already in the database.
HTS should be a valid HTS in the HTS table, with a matching Origin country line as the origin_country_id.
This was tried with XItemHTSDesc as well with no success.
