In Logging Analytics, getting Error "Log Upload request failed. Issue in uploading logs." (Doc ID 2918899.1)

Symptoms

(1) When enabled "Management Agents" on Compute Instances, the Management Agent registered successfully and shows Up in OCI Console. Deployed the Logging Analytics plugin on the Management Agent and Log Analytics is able to detect it as an entity, and it show ups in the "Add Data" wizard in the Administration console of Logging Analytics. But received the error after the wizard completes:
