Email Notifications Are Not Sent From Unifier When General Comments Are Added to BP Records

Symptoms
ACTUAL BEHAVIOR
When adding general comments to a Business Process (BP), the email notifications are not sent.
EXPECTED BEHAVIOR
Notification to be sent after a comment is added.
STEPS
The issue can be reproduced at will with the following steps:
- Log into the Unifier Application.
- Switch to admin mode in a project.
- Navigate to BP setup.
- Navigate to notifications tab.
- Select "Add General Comments" checkbox under Notification Triggering Events.
- Click OK.
- Add comments to the BP record.
- Notice that there are no notifications sent
