On : 11.13.22.10.0 version, Webservice / REST API

Trying to create an external bank account for a customer via Rest API.
According to Doc ID 2540702.1 > first create a Payee, then Bank Account (along with account owner) and finally Instrument Assignment to create a relation between bank account and Customer

We are able to create payee, bank account but it errors out in Instrument Assignment API.

ERROR

The external payer identifier and payment flow combination is invalid. (IBY-825850)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create external Payee
2. create bank account
3. run API for InstrumentAccount

The issue has the following business impact:
Due to this issue, users cannot create an external bank account for a customer via Rest API
