STEPS
The issue can be reproduced at will with the following steps:
1. The organizational hierarchy was modified.
2. The following jobs were executed without errors:
    a. Retrieve Latest LDAP Changes
    b. Send Pending LDAP Requests
    c. Import User and Role Application Security Data
    d.Synchronize User GUID
    e. Reporting Hierarchy Generation
3. Executing the last job "Refresh Territories from Resources" ends with an error and no territory is created.
