Clarification on the new 22D features in NextGen HRHD?

1. Define A Primary Contact as a Recipient for Notifications to Employees
We tried on test instance, and we are unable to achieve this successfully with the Notification Preferences.
We are unable to add primary contact as a point of receiving notifications, even in test instance after the update.
Please could you advise how we can resolve this.

3. Easily Transfer Help Desk Requests
We tested on test instance with the "Tranfer Help Desk Requests" command under the edit page of an SR,
nobody is able to view it. We are unable to understand how this feature works. Please if you could clarify how this feature works.
