Exchange Rate Doesn't Exist When Ranging to Location With Different Currency to Supplier

Symptoms
The customer reports an issue when creating new items if the supplier and location use different currencies and neither are the primary currency receiving the error 'Exchange Rate does not Exist.'.
The exchange rates has been loaded to the currency_rates tables from the foreign currency tables to primary currency. This issue occurs in both Create Item and through RIB, the error through RIB is 'javax.ejb.EJBException: Exception while processing request: Error from {call RMSSUB_XITEMLOC.CONSUME(?,?,?,?)}: [E] An Exchange Rate does not Exist.'
This prevents customer ranging items unless they add additional exchange rates.
